With over 14,000 abandoned properties and the highest cannabis conviction rate, Baltimore is a prime community to capitalize on the property surplus and create seed-to-sale operations that cater to residents, consumers, and tourists. This sustainable framework will promote homegrown socio-economic development and entice people and funds back to the city.
